Rassd News Network

Rassd News Network, also known by its initials of RNN (Arabic:شبكة رصد الاخبارية), is an alternative media network based in Cairo, Egypt. RNN was launched as a Facebook-based news source launched on January 25, 2011. It quickly advanced to become a primary contributor of Egyptian revolution-related news that year. Applying the motto "From the people to the people," the citizen journalists who created RNN have since added a Twitter feed and launched an independent website dedicated to short news stories favored by an online audience. RNN is an organized citizen news network with four working committees; one for editing the news, another to support the correspondents covering Egypt, a third for managing the multimedia feeds and a fourth for staff functions such as development, training and public relations. RNN's Arabic name, Rassd, is an acronym that stands for Rakeb (observe), Sawwer (record) and Dawwen (blog). RNN created a Ustream channel on January 27, 2011, and a YouTube account a month later. The success of RNN and its new social media model is evidenced in its recent local network expansion into Libya, Morocco, Syria, Jerusalem and Turkey. Even so, one media scholar in the US (commenting in 2011) called the accuracy of RNN's reporting "fairly mediocre". RNN has endured closures of their Facebook profile and YouTube account as part of the attacks from private media, attempting to thwart their work and influence their content. == Use of RNN's news by international media == RNN has been a global source of Egyptian revolution-related news since its launch. During the early days of the citizen uprisings across the Middle East, major networks such as BBC, Reuters, Al Jazeera and Al Arabiya used some of Rassd's news and photos, and followed the network on Twitter. Three days after the online portal went live it was streaming video to MSNBC through its Facebook page. Then on February 5, 2011, Louisville's NBC-affiliate cited RNN, Cairo when it reported that President Hosni Mubarak had stepped down as head of Egypt's ruling party.

Learning automaton

A learning automaton is one type of machine learning algorithm studied since 1970s. Learning automata select their current action based on past experiences from the environment. It will fall into the range of reinforcement learning if the environment is stochastic and a Markov decision process (MDP) is used. == History == Research in learning automata can be traced back to the work of Michael Lvovitch Tsetlin in the early 1960s in the Soviet Union. Together with some colleagues, he published a collection of papers on how to use matrices to describe automata functions. Additionally, Tsetlin worked on reasonable and collective automata behaviour, and on automata games. Learning automata were also investigated by researches in the United States in the 1960s. However, the term learning automaton was not used until Narendra and Thathachar introduced it in a survey paper in 1974. == Definition == A learning automaton is an adaptive decision-making unit situated in a random environment that learns the optimal action through repeated interactions with its environment. The actions are chosen according to a specific probability distribution which is updated based on the environment response the automaton obtains by performing a particular action. With respect to the field of reinforcement learning, learning automata are characterized as policy iterators. In contrast to other reinforcement learners, policy iterators directly manipulate the policy π. Another example for policy iterators are evolutionary algorithms. Formally, Narendra and Thathachar define a stochastic automaton to consist of: a set X of possible inputs, a set Φ = { Φ1, ..., Φs } of possible internal states, a set α = { α1, ..., αr } of possible outputs, or actions, with r ≤ s, an initial state probability vector p(0) = ≪ p1(0), ..., ps(0) ≫, a computable function A which after each time step t generates p(t+1) from p(t), the current input, and the current state, and a function G: Φ → α which generates the output at each time step. In their paper, they investigate only stochastic automata with r = s and G being bijective, allowing them to confuse actions and states. The states of such an automaton correspond to the states of a "discrete-state discrete-parameter Markov process". At each time step t=0,1,2,3,..., the automaton reads an input from its environment, updates p(t) to p(t+1) by A, randomly chooses a successor state according to the probabilities p(t+1) and outputs the corresponding action. The automaton's environment, in turn, reads the action and sends the next input to the automaton. Frequently, the input set X = { 0,1 } is used, with 0 and 1 corresponding to a nonpenalty and a penalty response of the environment, respectively; in this case, the automaton should learn to minimize the number of penalty responses, and the feedback loop of automaton and environment is called a "P-model". More generally, a "Q-model" allows an arbitrary finite input set X, and an "S-model" uses the interval [0,1] of real numbers as X. Absorbing Markov chain

In the mathematical theory of probability, an absorbing Markov chain is a Markov chain in which every state can reach an absorbing state. An absorbing state is a state that, once entered, cannot be left. Like general Markov chains, there can be continuous-time absorbing Markov chains with an infinite state space. However, this article concentrates on the discrete-time discrete-state-space case. == Formal definition == A Markov chain is an absorbing chain if there is at least one absorbing state and it is possible to go from any state to at least one absorbing state in a finite number of steps. In an absorbing Markov chain, a state that is not absorbing is called transient. === Canonical form === Let an absorbing Markov chain with transition matrix P have t transient states and r absorbing states. Quadratic unconstrained binary optimization

Quadratic unconstrained binary optimization (QUBO), also known as unconstrained binary quadratic programming (UBQP), is a combinatorial optimization problem with a wide range of applications from finance and economics to machine learning. QUBO is an NP hard problem, and for many classical problems from theoretical computer science, like maximum cut, graph coloring and the partition problem, embeddings into QUBO have been formulated. Embeddings for machine learning models include support-vector machines, clustering and probabilistic graphical models. Generalized blockmodeling

In generalized blockmodeling, the blockmodeling is done by "the translation of an equivalence type into a set of permitted block types", which differs from the conventional blockmodeling, which is using the indirect approach. It's a special instance of the direct blockmodeling approach. At the same time, the much broader set of block types is introduced (while in conventional blockmodeling only certain types are used). The conventional blockmodeling is inductive due to nonspecification of neither the clusters or the location of block types, while in generalized blockmodeling the blockmodel is specified with more detail than just the permition of certain block types (e.g., prespecification). Further, it's possible to define departures from the permitted (ideal) blocktype, using criterion function. Using local optimization procedure, firstly the initial clustering (with specified number of clusters is done, based on random creation. How the clusters are neighboring to each other, is based on two transformations: 1) a vertex is moved from one to another cluster or 2) a pair of vertices is interchanged between two different clusters. This process of transformation steps is repeated many times, until only the best fitting partitions (with the minimized value of the criterion function) are kept as blockmodels for the future exploration of the network. Different types of generalized blockmodeling are: generalized binary blockmodeling, generalized valued blockmodeling and generalized homogeneity blockmodeling. == Benefits == According to Patrick Doreian, the benefits of generalized blockmodeling, are as follows: usage of explicit criterion function, compatible with a given type of equivalence, results to in-built measure of fit, which is integral to the establishment of the blockmodels (in conventional blockmodeling, there is no compelling and coherent measures of fit); partitions, based on generalized blockmodeling, regularly outperform and never perform less well than the partitions, based on conventional approach; with generalized blockmodeling it's possible to specify new types of blockmodels; this potentially unlimited set of new block types also results in permittion of inclusion of substantively driven blockmodels; in generalized blockmodeling, the specification of the block types and the location of some of them in the blockmodel is possible; researcher can speficy which (pair of) vertices must be (not) clustered together; this approach also allows the imposition of penalties, resulting into identification of empirical null blocks without inconsistencies with a corresponding ideal null block. == Problems == According to Doreian, the problems of generalized blockmodeling, are as follows: unknown sensitivity to particular data features, examination of boundary problems, computationally burdensome, which results in a constraint regarding practical network size (generalized blockmodeling is thus primarily used to analyse smaller networks (below 100 units)), identifying structure from incomplete network information, most of generalized blockmodeling is based on binary networks, but there is also development in the field of valued networks, criterion function is minimized for a specified blockmodel, with results in issues of evaluating statistically, based on the structural data alone, problems regarding three dimensional network data, problems regarding the evolution of fundamental network structure. == Book == The book with the same title, Generalized blockmodeling, written by Patrick Doreian, Vladimir Batagelj and Anuška Ferligoj, was in 2007 awarded the Harrison White Outstanding Book Award by the Mathematical Sociology Section of American Sociological Association.

Data remanence

Data remanence is the residual representation of digital data that remains even after attempts have been made to remove or erase the data. This residue may result from data being left intact by a nominal file deletion operation, by reformatting of storage media that does not remove data previously written to the media, or through physical properties of the storage media that allow previously written data to be recovered. Data remanence may make inadvertent disclosure of sensitive information possible should the storage media be released into an uncontrolled environment (e.g., thrown in refuse containers or lost). Various techniques have been developed to counter data remanence. These techniques are classified as clearing, purging/sanitizing, or destruction. Specific methods include overwriting, degaussing, encryption, and media destruction. Effective application of countermeasures can be complicated by several factors, including media that are inaccessible, media that cannot effectively be erased, advanced storage systems that maintain histories of data throughout the data's life cycle, and persistence of data in memory that is typically considered volatile. Several standards exist for the secure removal of data and the elimination of data remanence. == Causes == Many operating systems, file managers, and other software provide a facility where a file is not immediately deleted when the user requests that action. Instead, the file is moved to a holding area (i.e. the "trash"), making it easy for the user to undo a mistake. Similarly, many software products automatically create backup copies of files that are being edited, to allow the user to restore the original version, or to recover from a possible crash (autosave feature). Even when an explicit deleted file retention facility is not provided or when the user does not use it, operating systems do not actually remove the contents of a file when it is deleted unless they are aware that explicit erasure commands are required, like on a solid-state drive. (In such cases, the operating system will issue the Serial ATA TRIM command or the SCSI UNMAP command to let the drive know to no longer maintain the deleted data.) Instead, they simply remove the file's entry from the file system directory because this requires less work and is therefore faster, and the contents of the file—the actual data—remain on the storage medium. The data will remain there until the operating system reuses the space for new data. In some systems, enough filesystem metadata are also left behind to enable easy undeletion by commonly available utility software. Even when undelete has become impossible, the data, until it has been overwritten, can be read by software that reads disk sectors directly. Computer forensics often employs such software. Likewise, reformatting, repartitioning, or reimaging a system is unlikely to write to every area of the disk, though all will cause the disk to appear empty or, in the case of reimaging, empty except for the files present in the image, to most software. Finally, even when the storage media is overwritten, physical properties of the media may permit recovery of the previous contents. In most cases however, this recovery is not possible by just reading from the storage device in the usual way, but requires using laboratory techniques such as disassembling the device and directly accessing/reading from its components. § Complications below gives further explanations for causes of data remanence. == Countermeasures == There are three levels commonly recognized for eliminating remnant data: === Clearing === Clearing is the removal of sensitive data from storage devices in such a way that there is assurance that the data may not be reconstructed using normal system functions or software file/data recovery utilities. The data may still be recoverable, but not without special laboratory techniques. Clearing is typically an administrative protection against accidental disclosure within an organization. For example, before a hard drive is re-used within an organization, its contents may be cleared to prevent their accidental disclosure to the next user. === Purging === Purging or sanitizing is the physical rewrite of sensitive data from a system or storage device done with the specific intent of rendering the data unrecoverable at a later time. Purging, proportional to the sensitivity of the data, is generally done before releasing media beyond control, such as before discarding old media, or moving media to a computer with different security requirements. === Destruction === The storage media is made unusable for conventional equipment. Effectiveness of destroying the media varies by medium and method. Depending on recording density of the media, and/or the destruction technique, this may leave data recoverable by laboratory methods. Conversely, destruction using appropriate techniques is the most secure method of preventing retrieval. == Specific methods == === Overwriting === A common method used to counter data remanence is to overwrite the storage media with new data. This is often called wiping or shredding a disk or file, by analogy to common methods of destroying print media, although the mechanism bears no similarity to these. Because such a method can often be implemented in software alone, and may be able to selectively target only part of the media, it is a popular, low-cost option for some applications. Overwriting is generally an acceptable method of clearing, as long as the media is writable and not damaged. The simplest overwrite technique writes the same data everywhere—often just a pattern of all zeros. At a minimum, this will prevent the data from being retrieved simply by reading from the media again using standard system functions. The UEFI in modern machines may offer an ATA class disk erase function as well. The ATA-6 standard governs secure erases specifications. Bitlocker is whole disk encryption and illegible without the key. Writing a fresh GPT allows a new file system to be established. Blocks will set empty but LBA read is illegible. New data will be unaffected and work fine. In an attempt to counter more advanced data recovery techniques, specific overwrite patterns and multiple passes have often been prescribed. These may be generic patterns intended to eradicate any trace signatures; an example is the seven-pass pattern 0xF6, 0x00, 0xFF, , 0x00, 0xFF, , sometimes erroneously attributed to US standard DOD 5220.22-M. One challenge with overwriting is that some areas of the disk may be inaccessible, due to media degradation or other errors. Software overwrite may also be problematic in high-security environments, which require stronger controls on data commingling than can be provided by the software in use. The use of advanced storage technologies may also make file-based overwrite ineffective (see the related discussion below under § Complications). There are specialized machines and software that are capable of doing overwriting. The software can sometimes be a standalone operating system specifically designed for data destruction. There are also machines specifically designed to wipe hard drives to the department of defense specifications DOD 5220.22-M. Writing zero to each block on hard disks and SSDs has the advantage of affording the firmware to deploy spare blocks when bad blocks are identified. Bitlocker has the advantage that data is illegible without the key. Seatools and other tools can erase disks with zero which is typical to revive old consumer class disks but they can wipe server disks albeit slowly. Modern 28TB and larger disks have an enormous number of LBA48 blocks. 40TB and 60TB disks will take proportionately longer times to wipe. ==== Feasibility of recovering overwritten data ==== Peter Gutmann investigated data recovery from nominally overwritten media in the mid-1990s. He suggested magnetic force microscopy may be able to recover such data, and developed specific patterns, for specific drive technologies, designed to counter such. These patterns have come to be known as the Gutmann method. Gutmann's belief in the possibility of data recovery is based on many questionable assumptions and factual errors that indicate a low level of understanding of how hard drives work. Daniel Feenberg, an economist at the private National Bureau of Economic Research, claims that the chances of overwritten data being recovered from a modern hard drive amount to "urban legend". He also points to the "18+1⁄2-minute gap" Rose Mary Woods created on a tape of Richard Nixon discussing the Watergate break-in. Erased information in the gap has not been recovered, and Feenberg claims doing so would be an easy task compared to recovery of a modern high density digital signal. As of November 2007, the United States Department of Defense considers overwriting acceptable for clearing magnetic media within the same security area/

Prescription monitoring program

In the United States, prescription monitoring programs (PMPs) or prescription drug monitoring programs (PDMPs) are state-run programs which collect and distribute data about the prescription and dispensation of federally controlled substances and, depending on state requirements, other potentially abusable prescription drugs. PMPs are meant to help prevent adverse drug-related events such as opioid overdoses, drug diversion, and substance abuse by decreasing the amount and/or frequency of opioid prescribing, and by identifying those patients who are obtaining prescriptions from multiple providers (i.e., "doctor shopping") or those physicians overprescribing opioids. Most US health care workers support the idea of PMPs, which intend to assist physicians, physician assistants, nurse practitioners, dentists and other prescribers, the pharmacists, chemists and support staff of dispensing establishments. The database, whose use is required by State law, typically requires prescribers and pharmacies dispensing controlled substances to register with their respective state PMPs and (for pharmacies and providers who dispense from their offices) to report the dispensation of such prescriptions to an electronic online database. The majority of PMPs are authorized to notify law enforcement agencies or licensing boards or physicians when a prescriber, or patients receiving prescriptions, exceed thresholds established by the state or prescription recipient exceeds thresholds established by the State. All states have implemented PDMPs, although evidence for the effectiveness of these programs is mixed. While prescription of opioids has decreased with PMP use, overdose deaths in many states have actually increased, with those states sharing data with neighboring jurisdictions or requiring reporting of more drugs experiencing highest increases in deaths. This may be because those declined opioid prescriptions turn to street drugs, whose potency and contaminants carry greater overdose risk. == History == Prescription drug monitoring programs, or PDMPs, are an example of one initiative proposed to alleviate effects of the opioid crisis. The programs are designed to restrict prescription drug abuse by limiting a patient's ability to obtain similar prescriptions from multiple providers (i.e. “doctor shopping”) and reducing diversion of controlled substances. This is meant to reduce risk of fatal overdose caused by high doses of opioids or interactions between opioids and benzodiazepenes, and to enable better decision making on the part of healthcare providers who may be unaware of a patient's prescription drug use, history or other prescriptions. PDMPs have been implemented in state legislations since 1939 in California, a time before electronic medical records, though implementation rose alongside increased awareness of overprescribing of opioids and overdose. A later New York state program was struck down by the U.S. Supreme Court in Whalen v. Roe. But, by 2019, 49 states, the District of Columbia, and Guam had enacted PDMP legislation. In 2021 Missouri, the last State to not use a PMP, adopted legislation to create one. PMPs are constantly being updated to increase speed of data collection, sharing of data across States, and ease of interpretation. This is being done by integrating PDMP reports with other health information technologies such as health information exchanges (HIE), electronic health record (EHR) systems, and/ or pharmacy dispensing software systems. One program that has been implemented in nine states is called the PDMP Electronic Health Records Integration and Interoperability Expansion, also known as PEHRIIE. Another software, marketed by Bamboo Health and integrated with PMPs in 43 states, uses an algorithm to track factors thought to increase risk of diversion, abuse or overdose, and assigns patients a three digit score based on presumed indicators of risk. While some studies have suggested that PDMP-HIT integration and sharing of interstate data brings benefits such as reduced opioid-related inpatient morbidity, others have found no or negative impact on mortality compared to states without PMP data sharing. Patient and media reports suggest need for testing and evaluation of algorithmic software used to score risk, with some patients reporting denial of prescriptions without c explanation or clarity of data. == Goals == Most health care workers support PMPs which intend to assist physicians, physician assistants, nurse practitioners, dentists and other prescribers, the pharmacists, chemists and support staff of dispensing establishments, as well as law-enforcement agencies. The collaboration supports the legitimate medical use of controlled substances while limiting their abuse and diversion. Pharmacies dispensing controlled substances and prescribers typically must register with their respective state PMPs and (for pharmacies and providers who dispense controlled substances from their offices) report the dispensation to an electronic online database. Some pharmacy software can submit these reports automatically to multiple states. == Usage == === List of programs by state === === Software systems === NarxCare is a prescription drug monitoring program (PDMP) run by Bamboo Health. Bamboo Health was formerly known as Appriss. It is widely used across the United States by pharmacies including Rite Aid as well as those at Walmart and Sam’s Club. The NarxCare software allows doctors to view data about a patient, combining data from the prescription registries of various U.S. states to make the registries interoperable nationally. It also uses machine learning to generate an "Overdose Risk Score" that potentially includes EMS and criminal justice data; these scores have been criticized by researchers and patient advocates for the lack of transparency in the process as well as the potential for disparate treatment of women and minority groups. Advertised as an "analytics tool and care management platform", the NarxCare software allows doctors to view data about a patient including how many pharmacies they have visited and the combinations of medication they are prescribed. It combines data from the prescription registries of various U.S. states, making the registries interoperable nationally. It additionally uses machine learning to generate various three-digit "risk scores" and an overall "Overdose Risk Score", collectively referred to as Narx Scores, in a process that potentially includes EMS and criminal justice data as well as court records. == Controversy == Many doctors and researchers support the idea of PDMPs as a tool in combatting the opioid epidemic. Opioid prescribing, opioid diversion and supply, opioid misuse, and opioid-related morbidity and mortality are common elements in data entered into PDMPs. Prescription Monitoring Programs are purported to offer economic benefits for the states who implement them by decreasing overall health care costs, lost productivity, and investigation times. However, there are many studies that conclude the impact of PDMPs is unclear. While use of PMPs has been accompanied by decrease in opioid prescribing, few analyses consider corresponding use of street opioids, extramedical use, or diversion, which might provide a more holistic method for evaluation of PMP intent and efficacy. Evidence for PDMP impact on fatal overdoses is decidedly mixed, with multiple studies finding increased overdose rates in some states, decreases in others, or no clear impact. Interestingly, an increase in heroin overdoses after PDMP implementation has been commonly reported, presumably as denial of prescription opioids sends patients in search of street drugs. Narx Scores have been criticized by researchers and patient advocates for the lack of transparency in the generation process as well as the potential for disparate treatment of women and minority groups.
